Spain is preparing to allocate another €1 billion (roughly $1.1 billion) in military assistance to Ukraine this year, including the purchase of US-made weapons and additional support to bolster the country’s energy infrastructure ahead of winter, Spanish Foreign Minister José Manuel Albares said, according to El País on November 18.
“Spain remains firmly committed to Ukraine’s sovereignty and defense, and that commitment will continue for as long as the war lasts,” Albares said.
The planned aid package includes purchases under the PURL program—used to acquire weapons from the United States—and covers non-lethal equipment such as power generators to help Ukraine survive Russia’s ongoing strikes on energy infrastructure.
Albares added that the military support is just one part of Spain’s broader contribution. Madrid has also taken in 250,000 Ukrainian refugees, including 40,000 children, and continues to back Ukraine’s EU membership bid and the establishment of a special international tribunal to prosecute Russian officials for the crime of aggression.
Last year, Spain also sent €1 billion in military aid to Ukraine, and the 2025 package is expected to be “roughly the same,” the minister said.

When asked about potential opposition from Sumar—a left-wing party that serves as the junior partner in Spain’s ruling coalition and has historically been reluctant to support arms spending—Albares expressed confidence in the government’s unity.
“The entire government stands together for peace in Ukraine and Europe,” he said. “Everyone in the government understands what’s at stake in Ukraine: its sovereignty and freedom, but also human rights, international law, and humanitarian principles.”
Earlier, eight Nordic and Baltic nations—Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway, and Sweden—announced a joint $500 million package of military equipment and ammunition for Ukraine.
