El Verger Town Hall has launched a pioneering project to make housing more accessible in the municipality: the creation of a housing cooperative under a use-transfer model, a social, sustainable, and non-speculative approach developed in collaboration with FECOVI, the Valencian Federation of Housing Cooperatives, a leading organisation in this type of initiative.
The partnership brings technical expertise, guidance, and guarantees for the project’s smooth operation, reinforcing a model already well established in numerous European cities.
Responding to a growing need
The town council is addressing an increasing challenge: young people, families, and vulnerable groups are finding it harder to secure affordable housing. Housing cooperatives under the use-transfer model allow properties to be built at cost price, offering long-term stability without turning them into speculative assets.
Housing crisis in Spain
Spain is facing a growing housing crisis, with prices in many cities soaring far above what young people and low-income families can afford. The shortage of affordable homes has created significant social pressure, pushing many residents to the outskirts of towns or forcing them into precarious rental arrangements.
Rising property prices and a lack of social housing have made it increasingly difficult for vulnerable groups to access stable accommodation. Experts warn that without innovative solutions like cooperatives or public-led housing initiatives, the situation is likely to worsen in the coming years.
A municipal plot for a social project
The project will take place on the municipal plot at 73 Mestre José Vives Street, which will be granted to the cooperative under a 90-year surface rights agreement. The municipality will retain ownership of the land at all times, ensuring public assets are protected and that the development will revert to the town once the period ends.
Housing reserved for social needs
The future building will allocate one apartment for municipal use, addressing emergency housing, urgent social cases, temporary accommodation for staff, or other needs of public interest.
Council involvement and transparency
El Verger Town Hall will participate as a founding member of the cooperative to guarantee transparency and ensure that access criteria are clear, fair, and in line with regulations.
Requirements to join the cooperative will include residency in the town and a commitment to use the property as a permanent home.
Open process for all residents
Residents interested in joining will be able to apply during an upcoming public information period. The council will also communicate the project to the Valencian Government to access programmes and support for cooperative and social housing.

With this initiative, supported by FECOVI, El Verger is championing a modern, social, and sustainable housing model that combines citizen participation, protection of public assets, and real access to affordable homes. “A firm step towards a more cohesive Verger, with more opportunities and a better future for all citizens,” the council says.
