Municipal buses in Torrevieja await the launch of the city’s revamped transport contract amid ongoing legal proceedings.

Ayuntamiento de Torrevieja has formally announced that it will challenge the recent decision of the Tribunal Administrativo Central de Recursos Contractuales (TACRC), which annulled the tender process for the city’s new urban transport contract.
The resolution follows a legal challenge from the company Ruiz Bus S.L., and the municipality now plans to appeal the ruling at the Tribunal Superior de Justicia de la Comunidad Valenciana (TSJCV).
Aiming for a Sustainable Fleet
Despite the legal setback, the municipality remains committed to modernising public transport for locals and tourists alike, so everyone can maximise the simplicity of public transportation within and outside of the city.
The original tender proposed a fleet of 32 buses – including seven fully electric vehicles – with enhanced services like real‑time tracking, route panels and a mobile app for users. The routes and frequencies would have remained in line with earlier plans.
Seeking Clarity in Procurement Process
City officials emphasise that the move to appeal stems from concerns about legal certainty and transparency in procurement.
The annulment by TACRC has been described by the municipality as a significant disruption – but one they intend to navigate while keeping the overall vision on track.

For residents and regular bus users, the immediate impact is uncertainty. With the contract nullified and a new tender in the pipeline, the current service continues under a temporary agreement.
Delays could affect the promised upgrades to the network and the timeframe for deploying cleaner, more efficient vehicles.

The city expects to re‑launch the bidding process shortly and aims to have the new contract awarded by early 2026. While the appeal proceeds, the council reiterates its commitment to sustainable mobility – hoping the legal challenge will not derail the broader goal of delivering a modern, accessible public transport service for the community.
