The Generalitat Valenciana has launched the Citizen’s Guide of Recommendations for Natural Disasters, a practical tool framed within the Plan Endavant, part of the Master Plan for Analysis, Anticipation and Reaction to Natural Catastrophes.
The move comes less than a year after the devastating DANA that struck Valencia, when torrential rains caused widespread flooding and claimed the lives of more than 200 people. The tragedy, one of the deadliest natural disasters in recent Spanish history, exposed shortcomings in prevention and emergency response systems and prompted calls for stronger institutional action.
This guide, promoted by the Second Vice-presidency and the Department for Economic and Social Recovery of the Valencian Community, aims to provide citizens with clear and accessible advice on how to act in the face of different emergencies, including floods, forest fires and earthquakes.
Natural disaster recommendations
Authorities recommend that residents always keep an emergency kit at home, including water, non-perishable food, a torch, batteries, essential medicines and a first aid kit. It is also advisable to prepare a small “go bag” with personal documents, cash and basic supplies in case evacuation becomes necessary.
In addition, people are urged to stay informed through official channels, avoid using lifts during floods or earthquakes, and keep mobile phones fully charged whenever severe weather alerts are issued. Finally, it is essential to establish a family plan in advance, agreeing on safe meeting points and communication methods to remain in contact during a crisis.

Presented as an educational tool, the guide seeks to improve public preparedness in risk situations, strengthening safety, prevention and the ability to respond effectively. It contains practical advice tailored to a variety of scenarios, helping residents to protect themselves and cooperate during evacuation or intervention procedures.
By publishing this document, the Generalitat hopes to reinforce the resilience of the Valencian Community against potential natural disasters, offering citizens the tools they need to reduce risks and act decisively in times of crisis.
